通往欧洲电信服务内部市场之路 ——对中国电信市场改革和发展的启示 陈 涛 复旦大学欧洲问题研究中心 内容摘要：本论文综合了欧盟及其成员国对欧洲电信市场的改革，从全球 ICT技术发展背景和欧盟改 革欧洲电信的政治背景出发，对欧洲电信服务市场的一体化进行了详细的研究。研究发现，欧洲电信市场 在经历过循序渐进的改革之后造就了一大批实力强大的电信公司，市场的自由化竞争程度非常高且良性， 市场的规模和结构趋于合理化。从电信市场的消费者、竞争主体和管理者三个方面来看，欧洲电信市场正 在逐渐走向统一，但是仍然面临一些障碍，即改革者与被改革者之间、利益团体之间的博弈。ICT  的发展 与欧洲电信市场的一体化发展有着密切的关联性。中国作为一个电信大国，在电信市场的改革和发展上还 落后于欧洲，诸如技术创新、法制建设和监管、市场自由化程度、国际化战略等方面都无法与欧洲相比， 这在未来的发展道路上给中国电信业带来了强大的挑战。 关键词：欧洲电信服务内部市场，改革，发展，一体化，中国电信市场  The road to European internal market for telecommunication service – Lessons  for reform and development ofChinese market for telecommunication  Tao Chen  Centre for European Studies, Fudan University  Abstract: This paper has analyzed the reforms of European telecommunication markets by both European  Union and its member states. With the technical background of development of ICT in the world and the political  one  of  the  reforms  of  European  telecommunications  markets,  it  has performed  a  detailed research  on  the  integration of European telecommunication services markets. Research finds: a group of strong telecommunication  firms  have  grown  up  in  European  telecommunication  markets  since  the  gradual  reforms  of  European  telecommunication markets;liberalization competition is very fierce but benign in telecommunication markets;the  scale and the structure in markets tend towards rationalizing. From the aspects of customers, competitive subjects  and governors, telecommunication markets are being integrated step by step. However, there are some hindrances,  including  the  games  between  reformers  and  the  groups  that  are  reformed,  between  interest  groups.  The  development of ICT has a close relation with the integration of European telecommunications marke
