China as a “responsible power”—is this the right question? The question of China as a “responsible power” is inherently a biased(有偏见的)question—there is no clear definition given to the word “responsible” Who sets the standards for being responsible? Does it mean China should behave like the United States? Does it mean that China should be a good UN member? What kind of interests should China represent if it is a stakeholder(责任承担者) in the current international system? The 3rd Ring: China the Multistate Systems The Third Ring: there are 6 different regional systems that are affected by—and affect—China’s behavior Northeast Asia: China’s policies toward North Korea affect the interests of South Korea, Japan, and Russia—and the US, of course Southeast Asia - continental(陆上)and maritime(海上): China’s Cambodia(柬埔寨)policy affect Vietnam and Thailand (and often Laos) (independent in 1954)—and the US, of course South Asia: China’s Burma/Myanmar policy affects India, Bangladesh(孟加拉)(independent 1971) and the states of ASEAN(东盟)(formed in 1967)—and the US, of course Central Asia: Russia, Kazakhstan, Krygyzstan, Tajikistan, etc—in 1949, these were all Soviet satellites(卫星国) Oceania: Australia, New Zealand and the Pacific microstates China faces(面对)American power in all of them. And in all systems, its neighbors are wary(谨慎的,怀疑的)of China’s influence Is there a “foreign” policy? Simply, China’s foreign policy agenda was—and is—extremely complex(十分复杂), connecting(结合) domestic questions with regional ones. China can rarely (never?) make policy thinking about just one state(如双边关系).
