中文摘要 国内很多城市开始大范围推行公共交通优先的政策，同时轨道交通设施建设进度 的加快以及私家车数量的爆发式增长，城市中交通枢纽一体化的呼声不断高涨。随着 天津城市建设的快速发展，为适应广大市民的出行需要，天津轨道交通规划的实施以 及汽车尾号限行政策出台后，政府提出对于以公共交通为首选出行方式的政策逐步实 行，实现交通设施一体化的愿望显得尤其的迫切。而综合性交通枢纽的安全运营不仅 影响着公众交通出行的顺畅和区域交通系统的安全，更是关系到社会和谐稳定、人民 生命财产安全的重大问题。道路系统日趋复杂，轨道交通安全状况日益严峻，汇聚了 铁路客运、长途汽车站、轨道交通、公共汽车、出租车等综合性交通枢纽的安全风险 问题就愈发突出。就目前而言，交通枢纽运营管理中安全风险源的辨识和控制存在一 定的特殊性，在面对特定的风险时，这些固有的理论对其控制往往不够到位，这导致 我们无法很好地认清运营中存在的危险源，变相提高了风险源控制的难度。因此，交 通枢纽安全风险管理的研究对满足现代交通安全管理的需求有着极为重要的意义。 本文以天津站轨道换乘中心（以下简称天津站枢纽）为研究背景，对其区域内的 安全风险管理现状和实践应用进行分析研究，针对风险源辨识、风险源评估、风险源 控制等管理手段进行研究和考量，归纳总结天津站交通枢纽的安全风险管理的经验教 训，本文采用管理学中动态性原理对安全风险源进行监测，利用模糊综合判断法进行 风险评价，并提出安全风险源的应对策略，从而对可能出现的安全风险进行有效的规 避。 关键词： 交通枢纽 风险源 风险源辨识 风险源控制 风险源评估 万方数据 ABSTRACT With the rapid development of Tianjin urban construction, to better meet the travel demand of the public, in the gradual implementation, the overall implementation of urban rail transit planning and a lot of car-use urban public transport priority policy appears to realize the integration of the transport hub the desire is particularly urgent.
