/ 观察视界/ Observations and Viewpoints 韩国残疾儿童家庭支持体制研究* ■金炳彻 【摘要】家庭支持政策可通过减缓或消除残疾儿童及其家庭成员的心理负担及经济负担达到 促进残疾儿童更好生存和发展的目的。通过实施系列法律保障下的政策措施，韩国残疾儿童家 庭支持逐渐向国家与社会分担家庭功能的方向演变。韩国残疾儿童家庭支持政策主要由收入支 持、医疗康复支持、教育支持等间接家庭支持和残疾人活动支持、家庭养育支持、父母心理咨 询服务支持等直接支持构成。中国同样面临照料、福利主体和服务等残疾儿童相关问题，希冀 通过韩国残疾儿童家庭支持政策的演变对中国残疾儿童家庭支持政策和实践有所启示。 【关键词】残疾儿童；家庭支持体制；家庭成员的社会支持；韩国 A Research on Family Support System for Children with Disabilities in Korea KIM Byung-Cheol 【 】The purpose of family support policy through reducing or relieving mental burden Abstract and financial burden for children with disabilities and their family members is to promote better living and development environment for children with disabilities. With a series of welfare laws for persons with disabilities, the direction of family support system for children with disabilities in Korea gradually shifted into sharing the responsibility of family function between state and society. Family support system for children with disabilities in Korea mainly consists of two major aspects: one is indirect support for persons with disabilities such as income support, health and rehabilitation support, and education support; the other is direct support for persons with disabilities such as activity support, family raising support, and parental mental counsel support. Now China is also facing similar challenges such as care, welfare provision, and service for disabled children.
