上海农村空巢老人社会养老问题研究 摘要:随着城市化进程的加快，由于农村青壮年到城市务工，因而许多农村家庭出现了ldquo;空巢rdquo;现象，当日益加剧的老龄化遇到空巢现象，农村空巢老人的养老问题就凸显出来了。本文通过对农村空巢老人社会养老问题的研究分析，提出了相应的对策：一是继续提倡以家庭养老为主的社会养老方式。二是加快发展农村社会养老保险。其中，要在积极稳妥推进农村社会养老保险的基础上，另外将部分确有困难的ldquo;空巢家庭rdquo;老人纳入农村ldquo;低保rdquo;范围或者由政府和村委集体给予一定的补贴。三是完善农村医疗保障制度。四是加快社区养老的建设，为空巢老人提供更好的养老服务。其中包括在社区招募志愿者，成立关于空巢老人的照顾小组；建立更加完善的老年人活动场所和设备；定期为老年人组织开展活动。9487 关键词： 农村空巢老人社会养老问题研究对策 Study on the social pension problem of the rural empty nester mdash;mdash;Taking Qingpu District of Shanghai as an example Abstract: With the process of the city to accelerate, because the rural young workers go to the city to work, many rural families to the emergence of the quot;empty nestquot; phenomenon, aging the widening met empty nest phenomenon, the problem of supporting rural empty nester is highlighted.
