万方数据 摘 要 21 世纪，人类进入信息时代，互联网技术的广泛应用已经普及到社会的各 个角落，并使人们的工作与生活发生了巨大的改变。电子政务建设现已成为提升 一个地区或国家综合竞争力的核心因素。目前，全世界大部分国家已着手推进电 子政务。1999年国务院实施 “政府上网工程”被普遍认为是我国电子政务的起 始点。近年来，电子政务对于构建服务型政府的作用和意义，虽然有许多机构、 企业、专家进行了相应的研究，然而大多是针对一线城市，或停留在理论层面上。 对于地方性服务型政府中，如何高效的推进电子政务建设研究较少，而这正是本 论文所要解决的根本问题：研究服务型政府视角下电子政务的建设，以及发现和 解决建设过程中存在的问题，对于推进地方性电子政务的建设具有一定的现实意 义。 本文采用文献研究法、定性和定量分析法、案例分析法，通过对电子政务与 服务型政府的分析研究，借鉴国外的先进经验和方法。以乐山市案例为切入点， 结合部分地方性政府的做法，找出地方性服务型政府在电子政务建设中存在的普 遍问题，提出合理化的建议、对策，为地、市、县政府的电子政务建设工作，提 出相应的框架和体系。尤其是对西部地区服务型政府的电子政务建设献计献策， 促进在服务型政府中电子政务建设的全面发展。                   关键词：电子政务；服务型政府；地方性政府  I 万方数据 ABSTRACT As the development of the Information age, human’s daily lives has been greatly changed with IT in the 21st century. E-government construction gradually turns to be the key factor contributing to the comprehensive competitiveness of a country.
