碳关税对我国纺织服装业出口影响的分析.pdfVIP

摘 要 伴随着全球工业经济的高速发展，温室气体排放过度，已严重破坏全球环境， 因此各国纷纷提出对碳排放密集的产业征收以碳为基量的惩罚性碳税。因此碳关 税应运而生，本文就是在此国际环境背景下，对我国纺织服装业一旦被征收碳关 税将遭受什么影响进行了研究。因为我国经历了三十年的快速发展，已成为了一 个进出口贸易的大国，尤其是纺织服装业，我国更是世界第一出口大国。但是由 于我国的纺织服装业仍处于加工阶段，因此还是高能耗、高碳排放量的行业。一 旦被征收高额的碳关税，对我国纺织服装业影响是惨重的，本文主要从短期效和 长期效应两个方面对其影响进行研究。 本文利用相关文献及历年的纺织品数据，采用实证分析和规范分析相结合的 分析方法，利用国际经济学的研究方法，对低碳贸易壁垒中的碳关税对我国纺织 服装业所造成的经济效应进行分析，并以有关理论为支撑，采用理论联系实际的 分析方法，结合我国纺织服装业发展现状，有针对性地提出面对以碳关税为主的 低碳贸易壁垒，我国纺织服装业低碳发展的相关对策建议。 关键词：碳关税， 纺织服装业，贸易出口 V Abstract Along with the rapid development of global economy, a lot of CO2 had been emitted. It has been damaging the global environment seriously, so many countries have decision to levy carbon tariff . Under this international condition, I make research about China industry of textile and garment to find the affection made by carbon tariff. After China has developed rapidly about thirty years , our country import and export most in the world , especially export textile and garment. China has became the biggest exporter in textile and garment in the world. But our countrys textile and clothing industry is still at the processing stage, so making clothing consumes a lot of energy ion and emits large of CO . 2 In this paper, I use the relevant literature and the textile data and the method of combining empirical analysis with normative analysis to research the economic effects of carbon tariffs.
