专家论坛 Expert Forum 依托“一带一路”深化油气 国际合作 杨  晶，高世宪 （国家发展和改革委员会能源研究所，北京 100038 ） 摘要： 过去 20 年油气合作引领了我国能源“走出去 ”，成为能源国际合作的重中之重， “一带一路 ”倡议为新时期我国深入开展能源国际合作提供了新的机遇。未来依托“一带一路 ” 倡议深化国际能源合作的重点之一必将是油气合作。本文提出，要以实现从“走出去 ”到“走 上去 ”、从“油气大国 ”到“油气强国 ”为目标，重点建设“一个人才培养体系、两张基础设施 网络、三条企业发展路线、四个上游合作区域、六个下游合作园区和若干油气交易中心 ”，简 称油气合作“ 12346+N”战略重点。 关键词：一带一路 ；油气合作 ；重点任务 中图分类号：F276 文献标识码：A 文章编号：1003-2355-(2015)12-0010-05 Doi: 10.3969/j.issn.1003-2355.2015.12.002 Abstract: “One belt, one road” initiatives offer new opportunities for energy international cooperation. Oil and ‘ ’ gas cooperation acted as the leader of China energy go global strategy in the past 20 years, and it will remain to play ‘ ’ a key role of energy cooperation in the context of one belt, one road initiatives. It is important to set out the overall objective and main tasks of future oil and gas cooperation, which will be addressed in this article.
