Taking the counties and county-level cities as the research object planning reforms implemented by provinces in East and ， West China are studied. These reforms characters and problems are studied and the conclusions are made that counties should serve as a breakthrough in the urban-rural integrated development reform which should be the connection nexus in the planning system,surface regulation and guidelines should be ， strengthened in planning contents,multi sector,cooperation and planning should be emphasized in the management system. Experience in the reforms can be extended to adjacent regions step by step. The reforms can also lead to a broad discussion in the planning trade which may promote a higher system
