The integration is drived by market subject and government.The subregional government become the binary drive oriented stakeholder in the integration process because of their particular economic function under current system in China.This sort of one integrity with both sides driving mechanism brings also the hedging integration and segmentation, which infers the tortuous process of the integration of Yangtze delta region. The value targets of The regional integration theory of Yangtze delta area lies in forming industrial division ans scale effect, constructing world clsass metropolitan groups, realizing resource sharing and interest complementing and exploring regionla integrated insitution with more universal significance in insititutional innovation.
