经济全球化的逻辑进程与中国的选择 傅允生 【专题名称】社会主义经济理论与实践【专 题 号】F13【复印期号】2010年02期【原文出处】《学术月刊》(沪)2009年11期第57～66页【英文标题】Logic Process of Economic Globalization and Chinas Choice: Based on the Perspective of China and the U.S.【作者简介】傅允生(1951-)，男，浙江省绍兴市人，浙江省社会科学院教授，主要从事国际经济与区域经济研究，浙江省社会科学院　经济研究所，浙江　杭州　310025 经济全球化的基本特征可以概括为全球经济一体化发展，它要求资源跨境配置、商品及服务全球流通，以及形成统一的市场交易规则，因而具有外部平衡与全球协调的特征。已有的经济全球化进程，是意图以全球经济均衡来取代国家经济平衡。这种不平衡增长模式，在强化国际产业分工效率的同时，也凸显了国家经济不平衡所带来的全球经济均衡增长的脆弱性。美国金融危机与世界经济大调整并非是由个别国家某些因素引起的偶发事件，而是经济全球化过程中不平衡增长的必然结果。世界经济的真正复苏与可持续增长，需要形成以主要国家经济相对平衡为基础的世界经济均衡增长模式。在新的经济全球化条件下，劳动力成本决定的逻辑依然存在，它对中国经济发展的影响，不仅在于中国仍然可以凭借人力资源丰富与低劳动力成本优势参与世界经济合作与竞争，加快产业升级与经济发展；而且中国劳动力成本优势不再表现为以低劳动力成本所形成的廉价产品去扩大产品出口，而是以劳动力成本合理化所带来的劳动者收入增长来提高城乡居民的消费能力和消费水平，从而使中国经济走上内需与外需良性互动，国内生产总值增长与国民福利增长相协同的可持续发展之路。The basic characteristics of economic globalization can be summed up as the development of global economic integration, which requires cross-border allocation of resources, the global flow of goods and services, as well as the formation of unified market trading rules, thus it has the characteristics of external balance and global coordination. The existing process of economic globalization intends to replace the countrys economic balance by the global economic balance. This unbalanced growth pattern enhances the efficiency of the international industrial division and highlights the vulnerability that the countrys economic imbalance brings about balanced growth of the global economy. The U.S. financial crisis and the world economic adjustment is not an accidental event caused by certain factors of individual state, but the inevitable result of unbalanced growth in the process of economic globalization. The world economic real recovery and sustainable growth need a balanced world economic growth pattern based on a relatively balanced economy of the major countries.
