第2卷 第5期 老龄科学研究 Vol.2, No.5 2014年5月 Scientific Research on Aging May 2014 ·老龄经济 · 我国养老服务的现状、理念与发展路径 梁誉 （南京大学 政府管理学院，江苏 南京 210046） 摘要：在日益严峻的老龄化形势面前，我国养老服务业的发展现状是：服务供需矛盾严重、管理缺 乏规范性、地区间和同行业间发展差异明显、服务保障质量较低。我国养老服务应秉持扩展老年服 务的受益面、推进养老服务体系建设的多元治理、资金支持与服务保障相结合的理念与定位。应从 完善养老服务的法规与制度体系入手，实行城乡一体化的养老服务制度，加快养老服务的标准化、 专业化和信息化建设，实现居家养老、社区养老与机构养老相结合，加强养老服务的政策扶持和资 金保障。 关键词：养老服务；供需；理念；发展路径 中图分类号：D669.6 文献标识码：A 文章编号：2095-5898 (2014) 05 - 00039 - 08 The Current Situation, Philosophy and Development Path of Chinas Old-age Care Service LIANG Yu (Nanjing University, School of Government, Nanjing 210046, Jiangsu Province, China) Abstract Faced with an increasing grim situation of aging, China’s old-age care service industry ： presents the following development status: 1. severe contraction of service demand and supply; 2. insufficiency of formality in management; 3. distinctive development discrepancy both across regions and in inter-industry; 4. low quality of service guarantee. On basis of these, this paper points out that the philosophy of China’s old-age care service should be defined as follows: 1. upholding the principle of providing old-age care service to more elderly people; 2. promoting the multi-governance of old-age service system construction; 3. making the combination of financial support and service guarantee.
