ABSTRACTClimatechangingwiththefeatureofwarmingissignificantanduniversalconcerned byinternationalsocialglobalenvironmentproblem,atthesametime,countriesofthe worldisfacingwiththesecrisisandchallenge.Therefore,allthecountriesdevelop correspondingguidelinesandpoliciesoneafteranotherandregardLow-carboneconomy as the firstchoice.As thesecond majorgreenhousegasemission countryinthe world, total carbonemissionsisincreasiingcontinuously.ThatiswhydevelopmentofLow-carbon economyisbecominginnerrequirementsofpromotingourcountry’seconomicgrowth pattern.ThispaperviewsOrdosasanexample,bymeansofresearchandconsultabroad developedcountriesfiscalandmonetarypoliciesinaspectofpromotingLow-carbon economicgrowth,analysishowtodevelopLow-carboneconomyandwhatpoliciesshould beformulatedinfiscalandfinancialinstitutionsofthosenewcitieswherecoalismajor energyresources.Ordoscityhavebetterdevelopmentinlow-carboneconomywhatis significant to ourcountrytakingcoal as mainresource.Thepaperanalysisandresearchabroaddevelopedcountriesappliedfiscaland monetarypolicies basedon environmentalandeconomicdevelopment theoryand theoryof financialinnovationinordertoimprovelow-carboneconomy.Atthesametime,predict thefutureemissionsofcarbondioxideinOrdosadoptingLEAPmodelthroughtakinginto accountthespecificrealitiesofOrdosandconcludethatdevelopmentoflow-carbon economyis final choice.Inthis paper, themethodofSWOTis usedto analysis whether the developmentoflow-carboneconomyisOrdos’seconomyroute.Thenwefindthat financialsectorasaresourceoffunding,throughgovernmentfunding,greenprocurement, allowance,shouldinputmoreintoenergy-savingproductsandencourageenterprisesto produceenergy-savingproducts,individualstoconsumethemsothatlow-carboneconomy canbedeveloped.Financialinstitutionsshouldactivelydevelopfinancialderivatives relatedtocarbon,encourageprivatecapitaltobeusedintheestablishmentof carbon-fundingandtheapportionofgreencredit,throughfosteringcarbontradingand financialmarketofcarbon,inordertopromotethedevelopmentofOrdos‘slow-
