社区居家养老服务需求层次及其优先满  燧张乐川 华东师范大学公共管理学院上海应用技术大学人文 学院 基于魅力质量理论及Kano模型，通过对上海市斜土路街道70岁以上中高龄独居 老人的需求调查，分析了各类社区居家养老服务项目的需求层次及其优先满足 序列。结果显示，在22项养老服务中划分出7项必备要素、5项一维要素和10 项魅力要素的基础上，围绕口常生活的安全性、有序性、便捷性，各需求层次构 成呈现出“从基本服务功能的需求满足向服务功能深化与内容丰富延伸”、“由 外部服务向家庭下沉与回归”的倾向。据此认为，在中高龄独居老人服务的需求 满足和服务匹配方面，应逐步提升牛.活照料服务的便捷性、医疗保健服务与疾病 的上游干预功能、主动型社会交往的平台提供和应急服务的及时响应能力。 关键词： 中高龄独居老人;社区居家养老服务;魅力质量理论;上海市斜土路; 侯冰（1986一），男，河南开封人，华东师范大学公共管理学院 研究生，研究方向为养老保障和养老服务； 张乐川（1986一），男，上海市人，华东师范大学公共管理学院 后，上海应用技术大学人文学院讲师，研宂方向为养老保障和养老服务。 2017-04-19 基金：国家社会科学基金重大项目（12ZD212）——未来十年我国城市老年人口 居家养老保障体系研究 Needs hierarchy of community service for the old-age home care:based on the investigation to the Xietu Road Street of Shanghai City HOU Bing ZHANG Le-chuan Abstract： Based on the Custmer Delight Theory and Kano Model, and the empirical investigation in Xietu Road of Shanghai City, this essay studies the needs and priorities of community service for home care of mid-oldest aged elderly who live alone.
