 毕业论文独创性声明 本人郑重声明所提交的毕业论文是本人在指导教师的指导下进行的研究工作及取得的研究成果。除文中特别加以标注的地方外，论文中不包含他人已经发表的学术成果或者他人为获得高等院校学位而使用过的材料，论文中不涉及任何知识产权纠纷。否则，本人将承担一切责任。 学生签名：____________ 日 期：____________ 摘 要 在中国二元社会结构严重制约了农村的发展，也影响了农村养老保险的发展，使社会发展不平衡,目前多数农村地区农村居民没有享受全额养老金过活。长期以来,我国农村公共产品供给一直实施城乡分割的体制，导致城乡发展不均衡，因为绝大多数的农村老人仍然处在不稳定的家庭养老。本文以国庆村为例，重点论述新时期农村养老保障的现状、存在问题和改善农村养老保险的措施。在法律体系逐步完善的今天，农村养老保障不足的政府投入，老龄化,社会保障不足，家庭养老弱化等等。本文认为，在当前的社会和经济条件下，应加强和提高家庭养老水平的基础上，循序渐进增加政府的支持，增加政府投资农村养老保障，建立多层次的农村养老保险制度，全面在城市化进程加快的情况下，保障失地农民权益，农村地区的农民享有平等待遇的养老保险。 关键词：农村；养老保险；城乡融合Abstract Dual social structure in China seriously restrict the development of rural, also influence the development of the rural endowment insurance, make the unbalanced social development, at present most of the rural areas of rural residents have enjoyed full pension. Long-term since, our country rural public goods supply has been the implementation of urban and rural segmentation system, which leads to the unbalanced development, because the vast majority of the rural elderly is still in unstable family endowment. Based on National Day village as an example, this paper mainly discusses the present situation of the rural old-age security in the new period, problems and measures to improve the rural endowment insurance. In the legal system gradually perfect today, the rural old-age security insufficient government input, aging, lack of social security, family endowment weakening and so on. The author believes that under the current social and economic conditions, should strengthen and improve the level of family pension, on the basis of gradual increase government support, increase government investment in rural old-age security, establish a multi-level system of rural endowment insurance, comprehensive in the urbanization process to speed up the case, safeguard the rights and interests of land-lost farmers, farmers in rural areas shall enjoy the equal treatment of endowment insurance.
