我国构建学习型政府的主要障碍与对策分析.doc

摘要 学习型政府是以人为本，以学习为基础，以提高政府管理和服务水平为目标的新政府，其组织结构是一个灵活的，有弹性的网络扁平化的组织结构。它运用一个“快速改变取胜”的灵活的经营战略，通过信息管理工具等手段，是实现政府创新，解决面临的挑战的根本保证。因此，学习型政府的构建对我国社会主义建设是有重大影响和意义的。然而，构建学习型政府是一项复杂而艰巨的系统工程，它仍然面临着许多障碍。这主要表现在一些理念，组织结构，政府机构的学习文化和政府的思想等等。基于以上事实，本文研究我国构建“学习型政府”的障碍因素，并针对障碍因素提出相应的消除策略，对研究我国构建“学习型政府”政府的理论发展而言，有重要的理论与实践意义。 关键词　学习型政府 障碍因素 对策 Abstract As the knowledge economy and the advent of economic globalization has accelerated the speed of updating knowledge, social change become more complex, more intense international competition, the traditional form of government can not cope with such rapid change has brought great social difficulties and challenges.
