An Empirical Study of Civil Servants’ Fear Toward Downsizingin Skeleton Government

Abstract Based on the former research and abundant interview, this paper puts forward a model to evaluate civil servants’ fear toward downsizing in skeleton government. The questionnaire was tested by 1258 civil servants in skeleton government, which showed that: education, the chance to reemployment, understanding of downsizing policy, and the probability of been downsized influenced the fear toward downsizing. The relation between age and fear may be assumed inverse “U” curve .It is the factor that social resource influenced the chance to reemployment more than both age and education. The probability of been downsized was mainly determined by education, next are such factors as age and social resource. Aiming at the result above mentioned, the measures to diminish fear toward downsizing was provided from the view of society, government and individual.

1 Introduction
Five times great government organization reform has been carried on in china since opening and reforming, in the process of the fifth government organization reform, on the condition that the reform of State Council advanced smoothly (the fifth government reform started from 2003), the local government organization reform was brought into schedule again. Premier Wen Jia-bao emphasizes that accelerating advancing the reform of villages and towns government, simplifying organizations and reduce the personnel who are supported by finance when he submit a Government working report at the tenth-third National Peoples Congress [1].
