LIU Ting-ting Department of Public Management College of Law and Politics Zhejiang Sci-Tech University, Hangzhou, P.R.China, 310018 Abstract Based on the theory of civil society and the models of e-government, the paper illustrates that the development of E-government in China can positively contribute to China’s service government initiative. Also, it has the potential to lead to profound changes in its State-Society relationship. Efforts are made to reveal how the G2G, G2B, G2C are compatible with civil societies theories and can help transforming the State and Society relationships. Key words E-Government, China, the Relationship between State and Society, Transformation 1 Introduction The construction of e-government in China has gained some primary achievements today. As an electronic platform, e-government positively benefits a lot to not only the construction of a public service government but also has the potential to lead to the transformation of the relationship between state and society in China. The paper discusses how e-government implementations can impact china changing state and society relations? What is the model, approach and content? Finally, based on analyzing the mainly barriers which constraints for realizing e-government briefly, the paper points out China should promote e-government development for speeding up the transformation of the relationships between state and society, and realizing cooperation and interaction between state and society. 2 Theoretical Basis and Analytic Tools: the Theory of the Relationship between State and Society For double decades, the theory of “the relationship between state and society” (also called as “civil society” theory) has been a global thought (Charles Tayler, 1991; Adam Seligman, 1992; John Keane, 1988).
