With the increasing demand for diverse services of the Information Industry,video on demand,video conferencing,IP telephony,distance learning and other new businesses are emerging. The tradional cable TV networks are in urgent need of bidrectional transformation.So The State Council deciedes to accelerate the integration of telecommunications network,broadcast and TV network and Internet.Under the background of the triple play ,this paper first analyzes the status of the cable television network at home and abroad. Among the mainstram bidrectional transformation programs, the combination program of EPON and EOC has a low-cost ,easy to install,easy to manage,easy to maintain,and can provide high-performance Internet access and other advantages. After the bidrectional transformation by this program in the cable television network,radio and television operators gradually will transform to an integrated operator from a single radio and television service operator. For muti-service QoS guarantee is an urgent topic that must be addressed.Then this paper elaborates the concept of EOC ,the basic principles of EOC, the classification of EOC and all kinds of EOC. This paper selectes the HomePlug AV technology,mainly focuses on the design of the EOC system . The design includes hardware architecture design and software architecture design. This paper also analyses in detail of the uptream and downtream movements of the Ethernet signals on the system.Finaly,this paper analyses the polices taken by the EOC system and tests in detail the system QoS performance metrics such as packet loss,delay,throughout. The resulsts show that the EOC system can achieve differentiated services . The system uses the absolute priority mechanism, this can meet the requirements of the high-priority services,but can not guarantee low priority. It meets the requirents of the hig
