中药财产标准建设和政府政策支持研究.pdf

摘 要 本篇论文以中药产业标准建设的发展方向和政府应给予的政策支持为研究对象， 以促进中药产业标准建设，增强中药产业竞争力为目标，采用比较分析等研究方法， 根据标准的特性来探讨中药产业标准的发展方向。其中重点探讨政府在中药产业建设 中的主导作用，并结合政府参与中药产业标准建设的现状，给予相应的政策建议。 本文论述了中药产业标准建设现状，阐明了中药产业标准建设的三个影响因素， 即网络效应、知识产权保护和技术创新速率。分析了在这三个影响因素作用下中药产 业标准建设的发展方向，指出中药产业标准应一部分借鉴西药的技术标准，另一部分 产业标准应自主制定。在标准建设中必须强调专利与标准建设的结合，在“技术专利 化”阶段注意专利保护、在“专利标准化”阶段注意专利技术与现有产业标准的融合、 在“标准许可化”阶段注意标准的实施和推广。此外在中药产业标准建设过程中，必须 让技术创新速率与标准建设协同发展。 随后在对中药产业标准建设的多元参与主体的探讨中，从理论层面，明确政府应 发挥主导作用、企业应发挥主体作用、中介组织应发挥桥梁作用，并分析了政府、企 业和中介组织发挥各自作用的途径。在此基础上，从实践层面，阐述了政府参与标准 建设的现有政策，指出其中存在的不足，结合上述研究成果，从中药产业标准建设的 三个影响因素角度，提出可促进中药产业标准建设的政策建议。 关键词：中药产业 标准建设 网络效应 技术创新 I Abstract The dissertation, based on the research of direction of the Chinese traditional medicine industry and the policies supported by the government, presents the objective of promoting the construction of standards of Chinese traditional medicine industry and increasing the competitiveness of these industries. In the study, the author applies comparative analysis and other methods, and discusses the orientation of the development of standards according to the study of the characteristics of the Chinese traditional medicine industry, focusing on the predominance of the government in the process that lead to develop the industries. Correspondingly, the author, taking the current role played by government in the industries into account as well, provides her suggestions.
