ofpreparationworkincludinggettingridofbandits,opposinghegemony,reducing rents,returningdepositandpublicizing;thedevelopingstage(fromNovember1950 toApril1951),230villagesadoptedthreebatchestodeveloplandreformworkfrom pointstosides,thefirstbatchwasfromNovember1950toFebruary1951,thesecond batchwasfromDecember1950toFebruary1951,thethirdbatchfromMarch1951to April1951,theearlyfinishedvillagesprovidedexperiencesandstaffforthelater developedvillages;thecheckingstage(August1951toNovember1952),mainly checkedthelandreformworkinawhole,correctedthewrongclasselements, reorganizedtheorganizations,expandedthepowerofpeasantsassociation, consolidatedbasicregime.EveryvillagesinXiangtanCountylaunchedlandreform accordingtofivespecificsteps:propaganda,anti-destroy,checkingrentsand returningdeposit;dividingclass;confiscating;assessinganddistributing;re-checking land reform; awarding land certificates.ThecentralCPCcarriedoutconservationpolicytowardsrichpeasants’economy innewregion,XiangtanCountydidn’ttouchthelandofrichpeasantsexcept imposingsurpluslandofrichpeasants,andallkeptotherproducergoodsofrich peasants,whichreflectedtheprincipleandspiritofconservingrichpeasants’ economy.ThereweresomebadtendenciesinthelandreformofXiangtanCounty,suchas pureeconomicalidea,weakstyleofwork,widespreadwrongdivinationofclass elements, suicide of the landlords during the land reform and so on. These bad elementshinderedthedeepdevelopmentof landreform0andreflectedthattodevelop widepeople’smovementwasadouble-edgedsword,whichcouldeffectivelystrike the feudal power while had certain blindness on the other hand.ThelandreformofXiangtanCountycarriedoutthepolicyofvigorous developingagriculturalproductionmadebythecentralCPCandcentralsouth bureau,addingmostofthepoorpeasantswhogotlandandotherproducergoodsin landreformreachedahighproductionfeeling,theagriculturaloutputofXiangtan Countyduringandafterthelandreformhadbeengreatlyincreased,theproduction had been rapid developed.Key words: Xiangtan County Land reform
