Next, for each issue, the paper puts forward a specific design program, here, some technical points also give another solution, their difference is that the former is easy operable and also based on for the final test, as well as the latter one is relatively complex for reference, which is considered from the network structure more reasonable and more conducive to maintenance and upgrade. so this paper also provides specific ideas to the later program only for optimized reference.Finally, there adopts simple operable way to achieve the terminal and the network, and in the laboratory executes a series of tests. The results show that the principle of without changing card, without changing mobile number, and without registration is feasible. During commercial pilot process, it’s smoother, which also finds some problems, in the paper, according to these problems, there provide further optimization.Currently, the research has been put into commercial products, at this stage, T network is running well in the case of no fully G network users joined.
