AbstractFromtheperspectofbuildingaharmonioussociety,theconstructionofanon-discriminatory,pluralisticsocietyisthepropercontentsthateveryonecanenjoyequalopportunities.Asaspecialadministrativeregion,HongKongaimsfordiscriminateeliminationandmutuallydevelopment,aswellasthepromotionofattention,recognizeandacceptanceofthesocietytowardsequalopportunitiesandmulti-valueswhichwinslotsofsuccessfulexperienceintheanti-discriminationarea.ThispaperisdividedintofivepartsthatintroduceandanalysistheAnti-DiscriminationLegalSystemcomprehensivelyinHongKongareainordertogainexperience,soastoimprovethesystemofanti-discriminationlawsofChina.ThefirstpartinvestigatesthefoundingbackgroundofHongKonganti-discriminationlegislation.BasedontheInternationalbigenvironmentitinvestigatesthemotivationreasonofanti-discriminationlegislationofHongKong,includingtheeconomicfactors,influenceofcolonialpolicyandinternationalenvironmentalimpact.ThesecondpartreviewsthefoundingprogressofHongKonganti-discriminationlegislation.Fromtheearlydaysofanti-discriminationlegislationdevelopmenttotherapiddevelopmentperiod,andtheprospectsfordevelopment,itintroducestheprocessoftheequalprotectionoftherightofHongKongbasedontimesequence.Itmakesthescatteredanti-discriminationlawsbecomeordinances.Andthenconductacomprehensivereviewonthecurrentregulations,astoupdateandimprovetheregulations.ThethirdpartintroducestheinstitutionalarrangementofHongKonganti-discriminationlaws.Inordertopresentitsanti-discriminationlaws,itattemptstolegalnormsofanti-discrimination,organizationsandthepracticeofanti-discriminationofHongKongwithrichcontentsandgreatoriginality.ThefourOrdinanceHongKonganti-discrimination（1995,SexDiscriminationOrdinanceandDisabilityDiscriminationOrdinancewerepromulgated;Inaddition,theFamilyStatusDiscriminationOrdinanceandRaceDiscriminationOrdinancewereadoptedin1997and2008respectively.）arelegalbasisforanti-discriminationworkoftheEqualOpportunitiesCommission(responsiblefortheimplementationofthespecializedagencies,anti-discriminationhe
