All these changes bring new inquirements for future development and land using management of Baise City. With the establishing of socialist market economy, the existing planning theory and mode cannot adapt to the needs of market economy development in Baise City. Taking Baise municipal wide as the study scale, taking 2010 statistical yearbooks and Yearbook of land as a data source ans taking the importance and influence of new-increased construction land in the national economy and scientific allocation of new-increased construction land as the starting point, the thesis create new-increased construction land-social accounting matrix, and bring the accounts of “abandoned mine land treatment”, “abandoned mine restoration”, “new-increased construction land use” and “new-increased construction land output” into traditional social accounting matrices, and add the discription of resources and environment problem. In the GAMS software, we use direct cross-entropy method to balance the SAM table, focusing on the matching of new-increased construction land index allocation and the supply capacity, analyse the new-increased construction land index and the influence on all sectors of the national economy from a macroscopic point of view.
