摘要村镇的良好发展有利于破除城乡二元化结构，更好地实施城乡统筹发展战略， 推动我国城镇化进程。然而当前我国大部分地区村镇建设资金、技术等资源较为 匮乏，村镇发展缓慢。与此同时，我国房地产企业积累了丰富的开发建设经验， 拥有先进的技术和雄厚的资金力量。然而当前房地产市场竞争日益激烈，一些优 秀的房地产企业必将会开辟新的市场。引导房地产业参与村镇建设，将能有效解 决二者当前面临的问题。村镇为房地产企业提供新的发展天地，促进房地产业进 一步发展；房地产业的参与，将会村镇建设带来资金、技术、人才等力量，促进 村镇各项功能的完善，推动村镇的发展。然而当前由于我国村镇地区经济、自然条件以及相关法律制度的限制，当前 房地产企业参与村镇建设存在一些障碍，能否解决这些障碍成为影响房地产业发 展与村镇建设有效结合的重要因素。因此，面临这些障碍，文章结合村镇当前的 客观条件及宏观政策，探讨了房地产企业参与村镇建设可行的模式，从农村土地 的性质出发，有针对性地提出纯商品化开发模式、具有保障性质的住房开发模式 和村民委托建房三种模式。并结合实际案例，分析三种模式的适用特点：商业化 开发模式适用于经济条件好、离中心城镇较近的地区，将土地国有化，以当地居 民及部分周边城市居民为目标客户；具有保障性质的商品住房开发模式适用于人 口较少、离中心城镇较远的地区，通过适当放开土地政策，面向特定人群，在集 体土地上开发建房，因此具有部分保障性住房的性质，其目标客户仅限于当地具 有条件的居民；村民委托建房适用于广大农村地区，引导房地产开发商参与村民 住房建设，负责村民住房的设计、采购、施工等。然而房地产企业参与村镇建设并不等同于将村镇建设变成房地产开发，政府 应在其中起着引导作用，并针对不同开发模式可能存在的问题采取相应的管理措 施，尤其是在房地产企业参与村镇建设初期，政府逐步完善相关的法律法规制度， 引导房地产业进入村镇投资建设，并加强过程管控，重视土地的使用方式及项目 对环境的影响。将房地产企业的优势开发力量运用与村镇建设的同时，避免其对 村镇造成不良影响。关键字：村镇建设，房地产企业，开发模式，管理措施ABSTRACTThe good development of villages and towns is conducive to get rid of dual structure in urban and rural areas, to improve implementation of urban and rural development strategy, and to promote the process of urbanization in China.
