西华 西华大学硕士学位论文 房屋 房屋建筑工程造价指数编制及预测研究 I I PAGE PAGE II 摘 要 工程造价指数是指数在工程建设领域的一种延伸，通过工程造价指数可以反映建筑 市场不同类型的建设项目在不同时间、不同区域的技术经济指标、建筑劳务价格和建材 设备价格变动的情况，是建设工程领域特别是建设工程经济领域的一项基础性管理技术 工作。业内已逐渐认识到工程造价指数在反映市场变动对工程造价影响的重要性，对工 程造价指数的编制问题进行了很多尝试和研究。目前很多省市已开展造价指数的编制发 布工作，但由于国内尚未颁布一套全国统一的造价指数编制标准或规范，各省市的造价 指数编制类型、编制流程、计算模型选取多是依据地方标准进行，地区间差异性较大， 造价指数信息流动性较差，指数编制方法科学性有待商榷，编制质量也参差不齐。因此， 构建全国统一的造价指数编制标准，规范指导各省市的造价指数编制工作，已成为业内 共识。 鉴于我国目前在工程造价指数编制体系构建方面存在的问题，本论文以指数理论为 基础，根据建筑市场各参与主体的实际需求，结合《建设工程工程量清单计价规范》的 精神，借鉴国内外成熟的造价指数编制经验，以房屋建筑工程为研究对象，对房屋建筑 工程造价指数的编制类型、造价资料的收集与处理、具体造价指数计算方法进行研究， 藉以提出较为科学的工程造价指数编制方法，构建规范统一的工程造价指数体系。 根据已完工程造价资料编制的造价指数只是对过去或现在建筑市场造价变化状况的 反映，建筑市场各参与主体在依据工程造价指数进行相关活动时，不仅要对过去和当下 的造价变化进行分析把握，还要对未来的走向有一定判断，因此，本文对房屋建筑工程 造价指数的预测进行了初步研究。各参与主体通过已有的指数信息，建立指数预测模型 对未来的造价变化进行预测，把握建筑市场走向，为相应的造价管理工作提供有力的参 考依据。 关键词：房屋建筑工程；造价指数；指数预测 Abstract As an extension of the index in the construction field, construction cost index is the basic management techniques in the construction field, especially in its economic facet, by which can reflect the changes of technical and economic indicators, construction labor prices and building materials and equipment’s prices in different types of construction projects of the construction market at different times and regions. The industry insiders have come to realize the importance of the construction cost index which can reflect market changes of construction cost. And many attempts and researches have been made in the compilation of the construction cost index. At present, many provinces and cities have published some files about the compilation of construction cost index. However, China has not yet promulgated a unified national standard or norm for cost index compilation.
