Research on the effectiveness of the remaining workforce training in poor rural areas --- Generalized Province in VietnamABSTRACTEradication of hunger in the poorest areas of Vietnam, out of poverty is the goal of the party and state work. But this work is not obvious. A high proportion of poor households provinces also, polarization trend among residents increasingly grim. So, how to make mountains out of poverty and hunger in rural areas of Vietnam s poverty ? 2011-2020 phase of the socio-economic development strategy Vietnam s clear: vocational training for rural workers, especially for vocational training of idle rural labor force is key to poverty-stricken areas out of poverty. The purpose of training is to labor in poor areas to improve the quality of the people, to exercise the skills to solve the employment and development of new jobs in rural areas, helping to eliminate hunger, out of poverty.In this paper, from the perspective of the effectiveness of the training status of surplus labor in poor rural areas of Vietnam s Quang Ngai province investigation and analysis, analysis of the remaining workforce training Quang Ngai province in poor rural areas and the reasons for the problems, and learn from Chinas successful practices and experiences, make specific the proposed measures in order to provide some reference for the government s poverty-stricken areas of labor training policies, provide the basis for the realization of government decision-making. Paper consists of three parts :The first part of the basic concepts and theories of combing, build the basic theory of surplus labor in poor areas of training effectiveness. The second part analyzes the content of Quang Ngai province in Vietnam in poor areas of rural surplus labor force training, ways to understand the effect of such issues as poverty-stricken areas in Quang Ngai province in Vietnam on the basis of the characteristics of poverty, and the lack of effectiveness of workforce training issues Reaso
