摘要事业单位是存在于中国的一种特殊的组织形式,其诞生于新中国成立初期,并伴随着新中国的发展而发展。但是随着新中国市场经济的逐步建立,事业单位固有的体制已经成为社会发展的桎梏。政企不分、人员结构失衡等都限制了其发展。由于传统的计划经济模式对中国社会的经济发展有着深远的影响,进而导致事业单位长期以来都缺乏对人员的激励机制,即使有些事业单位运用一些激励方式对员工进行激励,但是其手段单一,方法简单陈旧,根本起不到激励的作用,更加达不到激励的效果。为此,本文主要借鉴西方的经典激励理论并结合绩效考核制度,对我国事业单位人员现有的绩效考核及激励问题进行了剖析,全面的阐析并提出了改进的措施,以帮助我国事业单位尽快建立起系统的人员激励机制。鉴于以上所述,本文旨在将激励理论和绩效制度系统的引入到事业单位的人员管理中,选取了实行企业化管理的事业单位中国船级社A分社进行研究。本文首先介绍了A分社所在的行业概况及A分社的基本情况,进而阐述了本文的研究目的、意义及思路。并将本文所用到的激励理论、绩效考核方法及涉及经济学的基本假设进行整理,而后指出了A分社现有的绩效考核及激励方面存在的问题及其产生的原因,最后运用系统的激励理论,对A分社现有的激励措施提出改进意见,旨在真正建立起适应A分社特色,顺应时代发展的激励机制,并将之推广于经营性质特殊的处于转型改制期的事业单位中去。关键词:事业单位,激励机制,薪酬,绩效IAbstractInstitutionisthespecialorganizationwithChinesecharacteristics,alongwiththeestablishmentofChinawasborn,alongwiththedevelopmentofthesociety.Withthedevelopmentofthesocietyandthedeepeningofthereform,theoriginalisnolongeradapttoChinassocialinstitutionsystem,especiallyforthemanagementsystem,regardlessofgovernmentresponsibilities,personnelstructureisnotreasonable.Becauseforalongtime,influencedbythetraditionalplannedeconomymode,studyofinstitutionstaffincentivemechanismisless.Theapplicationofincentivetheoryininstitutionsisless,theuseofincentivesissingle.Forthisreason,thispaperdrawlessonsfromwesternclassicalincentivetheoryandcombinedwithperformanceappraisalsystem,toourcountrybusinessunitstaffpersonnelmanagementproblemsarecomparedcomprehensivelyexpatiatesonandputforwardtheimprovementmeasures,inordertohelpourcountryinstitutiontoestablishasystemofpersonnelincentivemechanismassoonaspossible.Inviewoftheabove,thepurposeofthispaperistointroducetheincentivetheoryandthesystemofperformancesystemintheinstitutionsofthepersonnelmanagement,selectingisgivenprioritytowithbusinessasthebusinessnatureofthebusinessbranchAforresearch.Firstlyexpoundsthepurposeofthisstudy,thesignificanceandthetrainofthought.Andincentivetheoryusedinthispaper,methodofperformanceappraisalandincentivemechanismandseveralassumptions,thentoAbranchofindustryandtheirowncharacteristicsandthepresentsituationinbrief,andthenpointso
