摘要作为实体经济的企业在促进经济发展、提供就业机会、稳定政府财政税收方面都有重要作用。我国的企业大部分都是以中小企业形式存在的，面对日益激烈的市场竞争，企业在发展中遇到一系列迫切需要解决的问题。其中迫在眉睫的问题就是技术创新问题，随着国家提出经济结构不断调整、产业结构不断优化升级，大力发展低碳经济和循环经济，这都需要企业有相关的技术作为支撑。但是由于我国企业的规模相对较小，在技术创新的过程中遇到许多问题，而这些问题仅靠企业自身是很难解决的，所以政府在解决这一问题上起到重要作用。本文以怀宁县域企业为例，分析怀宁县域企业在技术创新方面存在的主要问题。借助经济学原理，对技术创新的基本理论进行分析，然后又做实证研究，结合怀宁县县域企业技术创新的实际情况，找出存在的主要问题：有技术创新资金投入不足的问题，人才缺乏的问题、企业认识不足、创新模式选择不当、中介服务体系不完善、技术创新管理水平不高等。通过对问题的分析，结合怀宁实际，找出解决问题相对应的措施。如政府通过财税措施、金融措施支持企业技术创新，加强人才队伍建设，为技术创新提供有利支持，建立并完善相关服务体系，保障信息的畅通以此促进技术创新的不断发展。通过政府的支持和企业的不懈努力，逐步建立起以企业为主体、市场需求为导向、政产学研相结合的技术创新体制。主要通过税收、金融、人才、以及技术创新服务体系等方面，促进技术创新不断发展，使得技术成果不断向现实生产力转化。通过新技术的不断转化，提高怀宁县域企业的综合竞争力，促进怀宁县域经济增长。关键词：企业；技术创新；县域经济；政府支持AbstractAstherealeconomy,enterprisehasanimportantroleinpromotingeconomicdevelopment,provisionofemploymentopportunitiesandstabilizationofgovernmentfiscalrevenue.MostoftheenterprisesinChinaaresmall-and-medium-sizedenterprises.Facingtheincreasinglyfiercemarketcompetition,aseriesofurgentproblemsneedtobesolvedinthedevelopmentofenterprises.Onepressingandimmediateproblemisthetechnologicalinnovation.Becausethecontinuouseconomicstructureadjustment,theindustrialstructureoptimizationandupgradethatourcountryputsforwardallrequireenterpriseswithrelatedtechnologyassupport.However,becausethesizeofenterprisesinourcountryisrelativelysmall,manyproblemsareencounteredintheprocessoftechnologicalinnovation.Andtheseproblemsareverydifficulttosolve.ThispapertakesenterprisesinHuainingcountyasanexample.ItanalyzesthemainproblemsoftechnologicalinnovationintheenterprisesofHuainingcounty.Investmentoftechnicalinnovationisinadequate.Talentedpeopleareinscarcity.Businessknowledgeisinsufficient.Themodeofinnovationisinappropriate.Theintermediaryservicesystemisimperfect.Theleveloftechnicalinnovationandmanagementisnothigh.Andsoon.Throughanalysisoftheseproblems,somecorrespondingmeasureswillbefoundwiththeactualconditionsofHuaining.Forexample,governmenttakingtaxmeasures,financialmeasurestosupporttechnologicalinnovationofenterprises;intensifyingthetraini
