摘要随着城市化进程不断加深,越来越多的土地被征收,征地补偿标准成为社会关注的核心问题。本文将尝试建立农用地征收补偿地价评估体系，提高被征地农民的补偿满意度，解决因征地产生的纠纷。本文在对国内外土地征收补偿标准及方法的分析和总结的基础上，通过分析农用地征收补偿地价的影响因素及评估原则，从两个角度构建农用地的征收补偿地价评估体系。首先，基于农用地功能对农用地的评估是围绕农民的基本需求，从生存、就业、养老、医疗等与农民生活密切相关的方面出发，根据农民的生活需获得的各种基本保障的特点，采取了不同的评估方法，量化出农民维持基本生活的生存、养老、医疗三方面的总保障价值。随着农村劳动力逐渐从第一产业转移到第二、三产业，农业收入不再是农村家庭收入来源的唯一渠道，为此本文引入“农用地保障率”来测算出在农民总生活保障中农用地所起的保障功能的比重，从而最终得出以“维持农民基本生活水平不降低”补偿原则的农用地的最低征收补偿地价。我国市场经济不断深化，土地交易市场不断健全和完善。农用地的市场价值逐渐显现，本文采取基于农用地假设开发的情形下，模拟土地由征收至交易的整个开发过程，通过土地的市场价格反推出土地的征收补偿价，并对土地的增值收益进行再分配，提高农民的分配比例，让农民更多的享受到城市化带来的好处。实证研究中，在对赣州市沙石镇区域内进行问卷调查及实地走访的基础，得出新的征地补偿地价，通过对比分析，发现现行的补偿标准严重偏离农用地的真实价值，建议政府可通过采用本文运用的农用地补偿地价的评估方法对农民进行合理补偿。关键词：农用地;征地补偿;地价评估AbstractAlongwiththerapideconomicdevelopment,andurbanizationdeepening,moreandmoreagriculturallandiscollected.Theexpropriationofruralcollectivelandhasbeenpaidmuchattentioninalldirections.Inordertosolvethissocialproblem,thelandpriceevaluationsystemofagriculturallandcompensationistriedtoestablishinthispaper.Onlythencantheagriculturallandmarketbeimproved,andthelandlesspeasantsbemoresatisfied.Basedonthelandcompensationstandardcollection,themethodsofanalysisandsummariesonthebasisofagriculturallandattributesdomesticandoverseas,thepriceevaluationsystemoftheagriculturallandisconstructedfromtwoaspects.Firstofall,thesocialsecurityfunctionoftheagriculturallandmainlyincludesthesurvivalsafeguardfunction,old-agesecurityfunction,andthehealthcarefunctionbasedonthefunctionoftheland.Accordingtothecharacteristicsofeachfunction,differentevaluationmethodsareusedtoconcludetheminimumcompensationofthelandthattomaintainthestandardofpeasantslivingnotreduce”.Secondly,alongwiththemarketeconomycontinuouslydeepening,thelandmarkethasimprovedandperfected.Themarketvalueofthefarmlandhasbeenknown.Sothehypotheticaldevelopmentmethodisusedtoestimatewhichisbasedonthemarketpriceoftheland.Thelandcompensationpriceisdeducedthroughthemarketpriceoflandtransactions.Finally,basedonquestionnairesurveyandfieldvisittothecityofganzhou,thenewlandrequisitionlan
