II摘 要随着科学和科技发展，互联网的渗透率和覆盖率与日俱增，中国网民数已达到3亿，网站 数达到287．8万个，互联网已经成为一个不可忽视的舆论宣传阵地。同时广播电视事业和多 媒体网络技术的飞速扩展，多媒体节目内容的传送已得到实际应用，特别是视频网络技术的 成熟，催生了网络电视台的发展。论文采用文献研究与实证分析研究相结合的研究方法，同时参考了大量的相关文献，对 中国网络电视台产业化发展的现状进行了研究，即对网络电视台发展在产业链上的地位、作 用以及各自所面临的情况进行探讨、梳理，在三网融合的前景下，地方电视台怎样建立网络 电视台，围绕这个中心，内容的策划与制作，人才队伍的建设、技术平台的搭建、运营模 式、盈利方式的一个深入研究和探索。另外，本文通过选取赣州电视台构建网络电视台方案为具体的实例，从它的定位、发展 目标和发展规划，到具体的网站页面设计、内容设置、节目来源、后台技术支撑、技术平台 的实现同，以及网络电视台建设的发展步骤、组织架构、人员配置、经营模式和网站效益分 析扶持政策建议等个个具体层面等进行深入的阐述和设计，来分析地方网络电视台发展壮大 的增长点和运营模式，面对即将到来的广电与电信基础和增值业务相互进入，主流媒体与商 业媒体在各种业务方面的竞争，地方电视台如何依附广电的优势抢抓机遇，在新媒体的发展 平台进一步实现社会和经济的双盈利，从而建设一个数字化、信息化、网络化、全媒体化广 播网。关键词：网络电视台，传播特点，运营模式IIIIAbstractWith science and technology development, the increased Internet penetration and coverage day by day, the numbers of Chinese netizens and websites have surged to 300 million,2.878 million respectively. Unavoidably, the Internet has become a forefront of publicity. Meanwhile, multimedia transmission has become a practical application along with the rapid expansion of radio and television broadcasting and multimedia network technology; especially the maturity of video network technology has speeded up the development of network television.The combination of academic review of large amount of academic articles and analysing of real cases was adopted as the research method in this article. This paper studies the industrialized development of Chinas network television , namely, the research on the roles and functions that the network television development plays and has on industrial chain, as well as the problems they are facing.
