摘要高校贫困大学生资助问题成为一个社会普遍关心的问题。目前，尽管各高校 的办学体制和资助工程都在日益完善与加强，党和国家也十分重视高等教育的发 展情况，给予高校一定的倾斜性支持政策，但高校的贫困大学生却由于种种特殊 原因不能仅仅满足于现行的资助政策，他们迫切地需要针对性更强和更加切实有 效的措施与政府的资助政策。本文运用公共管理学、公共经济学、统计学等学科的相关理论，采用定性、 定量相结合，规范分析与实证分析相结合的方法，文献方法和比较方法为辅的研 究方法，对高校贫困大学生资助政策进行了较为系统、深入的审视和探讨。本文的研究的主要内容是：第一部分，研究了高校贫困生资助政策的现状与 成效，我国贫困生资助的实践，回顾了资助政策的演变，梳理了现行政策举措， 分析资助政策存在的问题和产生问题的主要原因。第二部分，对我国高校贫困生 资助的调查分析。首先是对我国有关高校贫困生资助情况进行例举，然后是个案 分析，以滁州学院在校贫困生为例进行问卷调查，并访谈了在贫困生资助工作一 线的教师和部分贫困生本人，分析大学生——“贫困生”的类型与贫困状态的成 因，说明高校贫困生资助工作的特殊性，提出实施高校贫困生资助政策的意义， 以促进高校贫困生问题的解决，体现教育的公平性。最后，对策分析，为了提高 政策实效，解决实际问题，在综合考虑资助政策调整的方向与原则的基础上，提 出了调整我国高校贫困生资助政策的具体建议，提出了贫困大学生资助政策的原 则与要求以及完善和优化贫困大学生资助政策的对策与建议。最后是结论，得出 本文的主要结论和需进一步研究的问题。表面上，资助政策是解决大学生的经济问题，但从更深的意义上看，涉及到 人才培养，提高国民整体素质的问题。同时，能够较好地解决贫困生问题也能促 进家庭、社会的稳定，有更深层次的政治意义。各级政府和相关机构已经充分认 识到这一点，但由于形势变化迅速，原有的一套资助办法没有跟上新形势、新变 化，逐渐显露出诸多弊端。因此，认清新形势、提出新思路、找到新办法已成为 当务之急。本文旨在分析高校贫困生资助政策的基础上，从维护教育改革和高校 稳定的大局出发，探索建立政府、社会、学校一体化的扶助体系，以缓解深层次 的矛盾问题，希望达到抛砖引玉，吸引更多的人来探索研究这一方面问题的目的。关键词：高校贫困生资助政策AbstractFinancial aid policy for needy students on campus has become a matter of public concern for the whole society. At present, the government attaches great importance to the development of higher education, and the financial aid system has been greatly strengthened and improved.
