AbstractColleges and universities is an important part of our society as a whole system. It has an important position and role in building a socialist harmonious society. In recent years, with the implementation of Chinas education industry and the resulting massive college enrollment, coupled with the uneven economic development of our region and central funding for local education payments to the relatively weak, making poor students become the major groups of Chinese universities, and the problems of poor students has also become the major issues of the Higher Education in China and even the whole society. This study reviews the relevant literature, a list of domestic and foreign research status on poor university students’ social assistance, and access to relevant information, show Chinese universities’ definition situation of the poor students, status quo of the poor students social assistance, the problem exists in poor students’ assistance. Get the current social assistance situation of Needy College Students and the faced problems by the literature review, questionnaires, interviews and other methods to obtain first-hand information of three poor university students social assistance status quo in Quanzhou. Through analysis the effectiveness of the poor students, social assistance of three universities in Quanzhou, the main problems and causes, the study describes the basic principles of poor university students, assistance and subjective and objective impact factors, carry out the way to built Poor University Students Social Assistance System. The study formed the following conclusions: Poor University Students larger social assistance may be room for improvement. Countries can improve poor students identified system, increase the external relief efforts and to build inherent poor students humanistic care system, so that the poor students of the urgent need to obtain relief can have the development of mental health as they get the timely and effective relie
