Personnel Agency System Implementation Efficiency ofthe Empirical Research in Colleges and Universities——Taking the Colleges and Universities of Liaoning Province as the ExampleAbstractPersonnel agency system was first applied to our country’s small and medium-sized enterprises that don’t have the independent personnel management rights.In order to properly handle the personnel files and related matters of the personnel management, and to reduce the costs of enterprise in employing persons, These enterprises urgently give the transactional and strict policy personnel management affairs to professional talent service agencies to carry out the corresponding management. To solve long formed drawbacks of the personnel management among the institutions, the system was introduced into units such as colleges and universities.When the personnel agency system became the preferred mode of choosing and employing persons in aspect of reforming of personnel system in colleges and universities, many System accidents has appeared quietly. Through presenting the practical efficiency and the effect of the system, system-performance can not only know the general situations in the system operation,but also is important basis for measuring system of quality.Using the implementation of personnel agency system of Liaoning province 21 public universities as the research object, this article will conduct empirical study through the policy text analysis method, investigation method, interview method, case method and statistical method.Through analyzing the reason of the reform of personnel management system of our college and university, by field survey to master a lot of firsthand material as the foundation of research, this research makes every effort to provide presents the Liaoning province the current situation of college personnel agency system effectiveness level, respectively from the personnel agency system static efficiency, dynamic efficiency and personnel agency system S univers
