摘要勤工助学作为大学生社会实践的一部分，不仅能缓解大学生的生活困难和精 神贫乏，而且在其综合能力的培养上也发挥着重要的作用。随着高等教育改革的 不断深入，尤其是招生比例的扩大，贫困生增多，以及社会对高素质、高能力人 才的需求，高校要实现“济困”与“育人”并举，走勤工助学之路已是必然。高校根据党和国家勤工助学政策，制定了勤工助学管理办法，建立健全了管 理制度，使勤工助学政策有效落实，但是也存在着高校勤工助学管理体制不够完 善、国家勤工助学政策落实不完全到位、育人功能不突出、助学岗位供给不足、 学生权益缺乏政策和制度保障、学校宣传力度不够、部分学生对勤工助学认识不 深刻等问题。从现有的研究资料来看，大多数研究者着眼于勤工助学的思辩研究 和现象探讨，本文以 M 民族院校勤工助学政策执行情况的调查为例，采用问卷调 查法和实证分析研究法，力图探究我国高校学生勤工助学的现状，问题和发展对 策。本文首先对高校勤工助学的背景和意义进行了阐述，综述了国内外一些专家、 学者对高校勤工助学现有的研究成果；第二章，界定了我国高校勤工助学的相关 核心概念并阐述了其相关理论基础；第三章，梳理了新中国以来高校勤工助学的 政策沿革；第四章，在现有理论材料和历史文献的基础上，结合对 M 民族院校勤 工助学进行调查和现状分析，总结高校勤工助学工作中的经验与教训；第五章， 通过前四章的研究和分析，提出新形势下完善我国高校勤工助学政策的思考与可 行性建议。关键词：高等院校；勤工助学；高校贫困生;勤工助学体系AbstractAs part of college students social practice, work-study program can not only alleviate the mental and physical sterility, but also can play an important role of their comprehensive ability. With the deepening of the high-education reform, especially the increase of recruitment proportion, poor students ratio and the social needs of the talents with high quality, work-study program is an irresistible trend for the colleges to accomplish the goal of poverty-alleviation and education simultaneously.According to the party and state policy for the work-study program, most colleges have formulated management methodology and system, now the program policy hasalready effectively implemented. However，the work-study program still has plenty ofproblems, such as the in perfect of management system, inappropriate implementation of policy, deficiency of education function and part-time job position, lacks of policy and institution guarantee for students right, insufficient of propaganda and weakness of students consciousness and so on. According to available data, most researchers focus on theoretical research and phenomenon study of work-study program.
