Planning scales i) The Regional/National Scale ii) The Destination Zone Scale iii) The Site Scale - Individual property development Key Planning Concepts ALL planning involves two key concepts: 1. Order clustering/grouping separate conflicting or incompatible activities and uses 2. Co-ordination optimize allocation of resources avoid duplication avoid environmental hazards Planning for Tourism 1. Everything must have a purpose Tourism is defined as all travel not just pleasure travel - so that all aspects related to different travel needs and support services need to be included in planning This in turn means that Planning should encompass all visitors, not just tourists. Planning is for people. Planning for Tourism The pluralistic nature of decision makers emphasizes that tourism is run by more than business. Planning must incorporate all three sectors of tourism (private, Government and non-government organisations - (tourism as a system and stakeholder theory). This means that:- Economic development must not be an exclusive goal of planning, and that – While Planning processes today are becoming much more interactive they still require greater community participation (i.e. beyond token consultations) Planning for Tourism Planning must predict a better future, but – Both planning and plans are needed for tourism today There are different kinds of tourism planning - Strategic/Policy planning; Thematic planning; Activity specific planning. These will often provide the framework for geographical or spatial planning Geographical/spatial planning - 3 scales of planning (national/regional, destination, site specific) need integration Now let us look at these principles one by one.
