AbstractThedevelopmentofnationaltourism,isconsideredasaneffectivewaytopromotethesocial,economic,andculturaldevelopment,what’smore,it’sanewmeansofpovertyalleviation.However,thesurveyfound,tourismhaspromoteddevelopmentinmanyareas,butthepoordidnotbenefitfromthedevelopmentoftourism,andaremarginalized,stateofforgetfulness,therefore,itisnecessarytoresearchthequestionwhetherthepovertyisbenefitfromthedevelopmentoftourisminethnictourismarea.Thispaperthinksthereasonwhypovertypopulationcan’tbenefitfromthetourismdevelopmentisthattheylackofrights.Therefore,thisarticlefromthetheoryofempowerment,usingliteratureanalysis,questionnairesurveyandthestructureequationmodelandotherresearchmethods,constructthepoorbenefitmechanismfromtheperspectiveofempowermenttoincreasetheopportunityforthepoortobenefitinethnictourismarea.Themainresearchcontentsinclude:(1)Analysisofthecurrenttourismdevelopmentpovertybenefitofthepresentsituationandthedomesticandforeignrelatedresearch,tolayasolidtheoreticalbasisfortheresearchonthebenefitmechanismofpoorpeopleinnationaltourism;(2)Constructionthemodelofpovertybenefitmechanismbasedonempowermenttheory,analysisofrestrictedpovertybenefitfactorsoftheethnictourismandempowermenttheory,frominformationalempowerment,institutionalempowerment,educationalempowerment,socialempowermentandpsychologicalempowermentbuildingthetheoreticalmodel,andputforwardthehypothesisontherelationshipbetweentherelevantvariablesinthemodel;(3)Theempiricalresearchmodel,selectedtheSongpingValleyScenicAreaastheresearchsample,usingSPSS21.0,AMOS21.0setupthestructuralequationmodeltoanalysisthesurveydata,andverifythehypothesistestbetweenthevariablesinthemodel,thatis:thepoorinformationalempowerment,institutionalempowerment,socialempowerment,psychologicalempowermentandeducationalempowermentcanhelptoreducetransactioncosts,increasesocialcapitalandimprovetheabilitytoparticipate,andultimatelyincreasetheeconomicbenefits,environmentalbenefitsandsocialbenefits;(4)putforwardtheempowermentpathforpoorpeopleinnational
