AbstractNowadays, the IT-based e-government, which provides a strong support in improving government’s efficiency and performing duties, is developing rapidly in the global world. As an effective tool to promote government informatization and improve the government’s decision-making capacity and quality that serves the public, e-government has become an important part of building a service-oriented government in our country. To become a service-oriented and knowledge-based government is the basic direction of our country’s government reform and development. As a higher level of information management, knowledge management can improve government’s efficiency, optimize workflows, and strengthen the governments implementation of force, which makes it become a very good tool of building a service-oriented and knowledge-based government. So with the help of knowledge management methodology and tools to build e-government knowledge management system, you can actively and effectively promote e-government’s better and faster development. Therefore, how to use the knowledge management theory to improve the construction of e-government has great practical and theoretical values.In this context, with the understanding of the concepts of knowledge management, e-government and related theories, this thesis summarizes the current research of knowledge management in e-government at home and abroad, analyzes the prospects for knowledge management applying in e-government and then proposes a conceptual framework of e-government system based on theoretical and methodological tools of knowledge management. Based on this theory, by taking the Economic and Information Technology Commission in Jiangsu Province as an example, this thesis discusses how to build the e-government system based on knowledge management in detail. To apply the theory to practice is hoped for providing a reference for decision to the electronic government services and e-government system construction in Jiangsu
