摘要摘要企业要想在激烈的市场竞争中立足和发展就必须提高自身竞争力，而技术创新是提升企业竞争力的关键动力。产业集群最主要的特征便是技术创新，产业集 群是提升企业技术创新能力，促进产业发展的重要组织形式，集群内企业技术创 新已成为产业集群研究的一个核心课题。区域创新理论认为，区域经济的持续发 展归根到底依赖于集群内企业的不断创新和发展。然而，技术创新的利益与风险是并存的，技术创新在给企业带来利益的同时 也会使企业承受很大的风险。技术创新的难度与复杂度、企业自身能力有限以及 外部环境的不确定性都会导致企业技术创新终止或者失败，这样不仅会危害企业 自身的发展还会对整个产业集群的发展以及整个区域经济的发展产生影响。因此， 产业集群中的企业如何在市场竞争中合理的规避技术创新风险，选择合适的开发 项目，需要建立一套科学的风险评价体系，通过有效的评价方法对风险进行评估 并对可能出现的风险进行防范。本文在分析了产业集群及技术创新的特征、技术创新风险的成因、类型以及 产业集群对企业技术创新的影响的基础上，借鉴前人的研究成果总结出了集群内 企业技术创新的技术风险、管理风险、生产风险、财务风险、市场风险、政策风 险六大风险因素；通过对集群内企业技术创新风险因素的深入分析，筛选出关键 风险指标，建立了风险评价体系，并运用模糊层次分析法进行风险评价；最后， 以通化医药产业集群内修正药业为例进行实例分析，并针对其风险提出相应的应 对措施和建议。关键词：产业集群；技术创新风险；风险评价；模糊层次分析法AAbstract沈阳理沈阳理工大学硕士学位论文Companies want to keep a foothold in the fierce market competition and development must improve their competitiveness.
