I I 摘 要 本文运用供应链与物流采购管理的基本思想和方法，结合 NF 公司采购管理的具 体问题，展开采购管理的对策研究。由于当前仍有很多企业的采购管理仍然停留在传 统管理阶段，事务性的、被动的采购活动无法对企业真正做出最大化贡献。而供应链 管理是一种集成的管理理念和方法，它突破了传统的生产管理模式中仅着眼于局部优 化的狭隘视野，从系统的角度对整条供应链采购活动进行业务流程重组和优化，以此 来实现供应链节点的成员企业采购业务的同步化运作和效益最大化，同时，采购成本 控制也是大型企业降低运营成本和创造价值的主要手段。 本文以 NF 公司为研究对象，结合 NF 公司采购管理案例分析的实际情况，在对供 应链与采购管理的国内外研究现状及其文献综述的基础上，从 NF 公司采购管理现状 分析、问题研究入手，提出了基于供应链环境下的采购策略及其系统化业务流程设计， 论述了实施战略采购管理的思路及目标，对采购组织架构、采购品类定位策略、集中 采购策略、采购成本控制策略、供应商选择与评价方法和标准等具体业务流程进行了 可操作性研究。 本文提出的从供应链采购管理的视角，对实施战略性采购管理理念、采购管理模 式、组织结构、管理策略、供应商管理等内容进行系统优化与完善。研究结论对大型 企业集团基于供应链环境下的采购管控具有一定的理论意义和实践参考价值。 关键词：供应链，采购管理，采购策略，问题，对策 II II Abstract This paper uses the basic ideas and methods of supply chain and logistics purchasing management, combined with the specific problems of purchasing management of NF company, to launch the research on countermeasure purchasing management. As the purchasing management of current enterprises still remains in the traditional management stage, transactional, passive purchasing activities of enterprises can not make a real maximum contribution. Supply chain management is an integrated management ideas and methods, it broke the traditional mode of production management that only focus on local optimization, business process reengineering and optimization of the purchasing activities of the entire supply chain from the angle of the system, in order to achieve purchasing synchronization operation and maximum efficiency for the members of the supply chain node enterprises, at the same time, purchasing and logistic cost control is the primary means for the large enterprises to reduce operation costs and creat value.
