Endowment System, especially the implementation of Tan Ding Ru Mu policy which accelerated the growth of Shandong s population, deepen the contradiction between people and land and promote the adjustment of agricultural production structure. Also the comprehensive collection of taxes and corvee silver and the removing of population tie promote the commercialization of agriculture in Shandong and the development of Shandong family handicraft industry and a number of commercial towns. The conclusion analyzed the flexibility character of the system of taxes and corvee, summarizes the characteristics and effects of the tax system in the implementation process in Shandong and briefly discussed the relationship between the Taxes and Corvee’s System reform and the economic development. Stating the taxes and corvee system can play a long-term to make money for the country and make welfare for people when it meets the social natural.
