AbstractImmigrationprojectisacomplicatedsystematicalprojectwhichinvolvesaseriesofproblemssuchasequitableness,poverty,regionaldisparity,conflictofinterest,socialstability,ecologicalbalance.Withtheconstructionofurbanization,Westerndevelopmentandconstructionofhydraulicandhydro-powerengineering,therewillbemoreimmigrants.Nowadaysresettlementcompensationpaidbythestateisusuallyincashforonetimeandsupportpoliciesimplementedbythegovernmentinlaterperiodaremostlyakindofrelievingbehaviorforashorttime.Immigrantscan’tenjoytheeconomicbenefitsbroughtbyconstructionofhydro-powerengineeringandtheyarestillundertheriskoffallingintopoverty.Thispaperaimstoexplorehowtoletimmigrantsbethetruebeneficiaryofhydro-powerengineering.Thegoalofachievingsustainabledevelopmentofsociety,economyandenvironmentinreservoirareacanberealizedbythefollowingmethods:buildfair,reasonableandscientificbenefit-sharingmechanismtoreachinterestbalancebetweenreservoirbasinandreservoirbeneficialarea;immigrantstakepartinbeneficialdistributionofhydro-powerengineering;optimizereservoir’sindustrystructure,andadequatelystimulateimmigrants’activenesstoimproveimmigrants’employmentrateandupdatetheirincomelevel.Thispaperfirstlycommentatesresearchstatusofbenefit-sharingmechanismathomeandabroadanditsrelevanttheoriesandthenputsforwardresearchthoughtandmethodsofbenefit-sharingmechanism.Secondly,itelaboratesonthefollowingfourtheories:Paretotheory,externalitytheory,inclusivetheoryandstakeholdertheory,whichareallbasedonbenefit-sharingmechanism.Italsoanalyzestheappearanceanddevelopmenthistoryofbenefit-sharingmechanism,andcomparestheadvantagesanddisadvantagesofthefourbenefit-sharingmechanismsexistinginourcountry,andfurthermorepresentssixproblemsofcurrentbenefit-sharingmechanism.Finally,itconductsimprovementanalysisofThreeGorgesbenefit-sharingmechanism,includingbenefit-sharingsimprovementgoals,improvementobstacles,improvementcontentandsuggestionsandstrategiesstudy.CasestudyofthispapertakesThreeGorges’reservoirforexample，whichintroducessocio
