摘 要 本文以“乌鲁木齐市道路安全和事故分析研究(世行贷款项目)”课题为依托 从路 网级与项目级两个层面上 提出了针对乌鲁木齐市实际道路状况的事故多发点段 鉴别方法 突出了道路及交通环境因素在交通事故中产生的影响 并依据目标区域内 交通事故所呈现出的特点 结合当地实际情况 提出了具体的乌鲁木齐市道路交通事 故的预防对策 作为一种先进的辅助手段 地理信息系统GIS技术以其强大的处理空间地理 信息功能在城市交通安全管理系统中发挥着重要的作用 为将上述思想在 GIS 平台上 得以具体应用 本文的第二部分对此作了深入的研究 并就基于 GIS 的乌鲁木齐市道 路交通事故信息系统的设计思路 各模块功能在实现过程中的一些关键技术作了详细 的阐述 关键词 事故多发点段 鉴别方法 预防对策 GIS 交通事故信息系 统 关键技术  Identification and Analysis of Black Spot on the Road in Urumqi and Research on the Traffic Accident Information System Based on GIS Zhang Yibin(Automobile Application Engineering) Supervised by Associate Professor Liu Xiaoyong ABSTRACT Based on the project “Traffic Safety and Road Accident Analysis in Urumqi (The World Bank financed project)” this paper put forward some idetification methods of accidents black spot from point of network level system and project level system aimed at road safety conditions at present in Urumqi then on the basis of analysis of cause and characteristic at black spot of target district the influences of road and environment on traffic accident are emphasized. Furthermore some correlative concrete countermeasures are provided to reduce traffic accident rate in Urumqi. As a advanced supplemental means the technology of Geographic Information Systems(GIS) can play a vital role in city traffic safety system with its strong capability of processing spatial data information. In the chapter 4 for the aim to realize the ideas mentioned above by means of GIS this paper has made a study on some key technology in depth meanwhile the detailed analysis is made on the function and composition of GIS-Based Urumqi Traffic Accident Information System.
