独创性 独创性声 明、中英文摘要、目录 中文摘要 项目后评价是基本建设程序的重要组成部分和最后环节，是建设项 目管理及投资管理的重要方法，为项目建设周期中不可缺少的重要步骤。 本文以河北省大型水利工程-一桃林口水库为实例，利用资料调查 和分析研究(对比〉等方法对该项吕进行了后评价，评价内容有国民经济 评价、财务评价和其他评价(包括工程评价、环境影响评价、社会影响评 价、库区淹没及移民安置评价、经济管理评价等)，从全方位对桃林口水 库工程的建设和运行管理状况进行了分析，并对其存在的问题提出了建 议。 本文通过对桃林口水库进行的后评价，找出了该项目建设和运行所存 在的问题，并分析了原因、提出了对策和建议，使工程管理走上了良性运 行的轨道，同时为河北省的水利工程项目积累了一定的后评价经验。 关键词:后评价 桃林口水库工程 可行性 2 独创 独创性卢明、中英文摘要 、目录 ABSTRACT Project post evaluation ，仕le key component and last sector of the capital construction proced山e，is the important method for project management and investment management ，and also the indispensable step in the project cons甘uction period. In this article，with the Hebei large-scale hydraulic pr句ect Taolinkou Reservoir as an example，the post evaluation includes national economic evaluation ，finance evaluation and others (engineering evaluation，eviromental effect evaluation，social effect evaluation ，submerged reservoir 町ea and emigrates settlement evaluation and economic management evaluatìon etc.). Using data investigation and analysis research (comparison) method ，the author makes comprehensive analysis on the project construction and operation management status and also brings out the suggestion on the problem existed. Through the post evaluation on the above said project ，the author finds out the problem existed in the cons仕uction and operation ，analyses the causes and works out the countermeasure and suggestion which makes the project management run in good order and accumulates certain post evaluation experience for Hebei hydraulic projects.
