基于二级分类体系公共管理用地基准地价测算研究 　　摘要 [目的]?S着土地市场的改革，国家对于划拨用地的审批程序日益严格，国家机关团体等公共管理用地越来越多趋向于有偿使用方式获取，现行基准地价体系已经不能满足各行业测算地价的需要。如何科学系统地进行公共管理用地基准地价测算，是当下亟待解决的热点问题。[方法]本文采用可行性分析法、二级分类体系修正法，探索统一科学的公共管理用地基准地价测算体系。[结果]采用二级分类体系法进行公共管理用地基准地价测算方法可行性较强；对8种公共管理用地二级类进行分析可知，机关团体、新闻出版、科教、医卫慈善、文体娱乐、风景名胜设施用地性质与商服相似，公共设施、公园与绿地用地性质与工业相似；采用“征地成本+适当收益”法，依据成本逼近法测算征地成本，采用特尔菲法确定各地类的收益比例，最终确定安新县征地成本一级区为402元/m2、二级区为339元/m2、三级区为308元/m2、四级区为302元/m2，其政府收益分别确定为0、30%、50%、80%、100%，最终确定安新县二级分类修正系数体系。[结论]该研究全局系统地讲述了公共管理用地基准地价测算的方法体系，保证测算结果的科学性、可行性和实用性，丰富了现有基准地价的理论体系。 　　关键词 基准地价；公共管理用地；二级分类；修正体系；河北安新 　　中图分类号 F321.1 文献标识码 A 文章编号 1007-5739（2017）14-0291-03 　　Abstract [Objective]With the reform of the land market，the approval procedures for the allocated land of the state have become more and more strict，more and more public administration land such as state organs and groups land tend to be paid for，so the current standard land price system has not been able to meet the needs of various industries.How to scientifically and systematically calculate the standard price of public administration land is a hot issue to be solved.[Method]This paper adopted the feasibility analysis method and the correction method of binary classification system to explore a unified scientific measurement system of public administration land standard price.[Result]The results showed that the method of the binary classification system was feasible for measurement of public administration land standard price.
