基于层次分析法大学评价模型探析 　　摘 要：目前国内外不同的研究学者和评价机构基于不同的认识和目的，对大学开展了各种类型的评价、排名活动，但其评价方法和结果的客观合理性均存在争议。《国家中长期教育改革和发展规划纲要（2010―2020年）》对大学评价的科学性提出了更高的要求。以大学的科学研究、人才培养、学校声誉、办学资源四个主要功能指标为基础，构建高校评价指标体系，运用德尔菲法获取数据，进而应用层次分析法对我国各类高校进行综合评价，可以得到较为科学、客观的评价结果。 　　关键词：层次分析法；大学评价；科学研究；人才培养；学校声誉；办学资源；大学排名 　　中图分类号：G40-058.1文献标志码：A 文章编号：1674-8131（2011）04-0103-06 　　 　　Analysis of Evaluation Model for Colleges andUniversities Based on Analytic Hierarchy Process 　　LIU Qin1, LI Yue-qi2 　　(1. Chongqing Technology and Business University, Chongqing 400067, China) 　　Abstract: Currently, different scholars and evaluation organizations at home and abroad conduct various evaluation and ranking activities on colleges and universities based on different recognition and purposes, however, the objective rationality of their evaluating methodologies and results is controversial. National Medium and Long-term Education Reform and Development Plan Outline (2010―2020) raises higher requirement for scientificalness of the evaluation on colleges and universities. On the basis of such four main functional indicators as scientific research, talent cultivation, reputation of a college or a university and school-run resources to construct evaluation indicator system for colleges and universities, this paper uses Delphi method to obtain data, then uses Analytic Hierarchy Process to make comprehensive evaluation on all kinds of colleges and universities of China and gets relatively scientific and objective evaluation results. 　　Key words: Analytic Hierarchy Process; evaluation on colleges and universities; scientific research; talent cultivation; reputation of colleges and universities; school-run resources; rank of a college or a university 　　 　　一、引言 　　大学评价是以大学教育的社会功能为依据，运用有效的技术和手段对大学活动的过程和结果进行测定、分析和比较，并给以价值判断的过程，其根本目的在于通过评价促使大学不断优化资源配置，整合利用效率，不断提高办学水平和人才培养质量（黄广荣 等，2010）。随着我国高等教育管理体制改革的深入，大学办学自主权的逐步落实以及社会机构对高等教育的介入，大学评价活动日益活跃，单项评估与整体评估、区域评估与全国评估、公共服
