基于层次分析法地方中医药本科院校校内办学绩效考评体系研究 　　[摘要] 目的 为提升高等中医药教育质量，提高办学水平，以更科学、更完善的指标体系评估中医药院校办学情况，以期对我国中医药院校的办学绩效提升有所裨益。 方法 本文使用了德尔菲法，采用背对背的问卷方式征询中医药院校10位专家小组成员的意见，经过三轮征询，最后设计出符合中医药院校特色的办学绩效考评指标体系；并用层次分析法确定各指标的权重，通过“地方中医药本科院校校内办学绩效考评体系”指标相对权重专家调查问卷，经过两轮修改，共收集17位专家的判断矩阵，得到指标体系中各指标的相对重要性矩阵数据；使用matlab编写一段求解程序（m函数），用于整合所有专家判断矩阵得到最优权重，将所有专家判断矩阵按照相应格式录入。 结果 运行matlab程序得到指标体系权重系数，5个一级指标的权重分别为：管理能力与水平0.1932，发展能力0.2030，人才培养0.2078，科学研究0.1981，社会服务和文化传播0.1978。 结论 指标体系中各指标之间是相辅相成、互为支撑的。5个一级指标中，人才培养的权重最高，其次为发展能力、科学研究、社会服务和文化传播、管理能力与水平。 　　[关键词] 中医药院校；层次分析法；办学绩效；指标体系 　　[中图分类号] G647 [文献标识码] A [文章编号] 1673-7210（2016）04（b）-0167-05 　　[Abstract] Objective To enhance the quality of college education of traditional Chinese medicine， to improve the educational level， and to evaluate the college situation of traditional Chinese medicine by more scientific and more perfect index system， in order to enhance the educational performance level of university of traditional Chinese medicine. Methods In this paper， firstly， it collects the views of 10 experts of university of TCM by questionnaire， after three rounds of consultation， design the school performance evaluation system which is matching the characteristics of Chinese medicine colleges； secondly， after two rounds of modification， it collects the data of judgment matrix of 17 experts by questionnaire and gets the relative importance of matrix data obtained in each index system； thirdly， it writes a solver （m function） used for integrating judgment matrix of all experts to get best weight by matlab， and input the matrix data of all experts into the matlab according to a corresponding format. Results Matlab program was run to obtain the index system weighting coefficients， weight of five first stage indicators： management ability and level was 0.1932， development capacity was 0.2030， talent development was 0.2078， scientific research was 0.1981， social services and cultural communication was 0.1978.
