Abstract The beginning of 21st century, China has joined WTO successfully, and economic of the whole world integrates and becomes the main trend. China will face the competition and the challenge from countries all over the world. This has put forward higher request for talents cultivation in the 21st century. To the requisition for personnel training of various fields, the new educational reform has already been launched. ‘ probing into study’ , ‘ bilingual teaching’ and so on become the main direction of the reform. On the other hand, with the flourishing development of network teaching, the construction of educational resources in conformity with it is also being paid attention to, and the network course is exactly the important component of educational resources, so developing network course suitable for network teaching becomes a very urgent task in our country. Because of above mentioned reasons, the construction of network course of ‘ bilingual teaching of mechanics’ seems very important. This thesis is made up of four parts. First part is namely foreword part, which has done the simple introduction to bilingual teaching and network education separately, and has put forward the research meaning of the subject. The second part is a theoretical foundation part, which analyses the theoretical foundation of bilingual teaching in terms of linguistic psychology and cognitive psychology at first, then study the theoretical foundation of the construction of network course in terms of the constructive theory and humanism theory. The third part has expounded the definition, characteristic of the network course and the basic principle of the network designed. The mode of network course construction has been put forward on this basis. Center on this mode, thesis of this part describes the designing of the network course from the systematical and teaching designing, and describe the developing of the network course from two respects-- writing the script and preparing
