While knowing that knowledge is limited, I still want to do a more comprehensive analysis for virtuous ministers and hope the research will expand the research field of characters in Essays of Rong Zhai. The paper is divided into six parts: the introduction is aimed at combing the research history and current status of ministers in Essays of Rong Zhai and at the same time pointing out the value of virtuous ministers. The first part cleared the connotation of virtuous minister on the basis of browsing the ancient books and combining the theory of modern scholars, discussed the important role of virtuous ministers in politics and did a comprehensive search for virtuous ministers in Essays of Rong Zhai and list overview. The second part sorted virtuous ministers into four categories according to the connotation of virtuous: loyalty,the people-based, make recommendations, and integrity.The part did the thorough analysis for four categories. The third part is about the cultural connotation, discussed the root of paying attention to morality of virtuous ministers. The part is divided into three levels.
