II II Abstract Government credit is the backbone of social credit, it is very vital with economy development and society stability, it is the important element of improving public satisfaction. Government credit embody in specify administration, start with policy execution, basic theory of credit administration, elabrating concept and features of credit administration, and criterion , listing performance of lacking credit, low efficiency of administration, distortion of public policy, rent-seeking behavior, information opaque. On the basis of economic theory and method, analysis lacking of credit in the implementation process, single executor, multi-agent game, poor agent, unreasonable structure, lacking credit is bad for stability of society, social spiritual civilization, government image. Thinking government credit administration as an output, proposing construction costs and maintenance costs of credit administration, construction costs include reversing ideal of civil servant, establishing incentive system, adjusting structure, reasonable distribution of benefits.maintenance costs include establishing punishment system as support mechanisms, improving the evaluation system as standard, strengthening supervision as consolidation system, perfecting accountability as solid backing, promoting the best effect of execution of public policy, enhance the social and economic benefits.
